How can I create a folder?

Does not create folder

The MS website says that folders can be created by tap-holding an app icon and while it is active moving it on top of another icon. When I do that, the bottom icon slides to a new location. No folder is created. What is the correct procedure?

You just hold down on a tile and move it onto another tile and it creates the folder. You have to be on Windows Phone 8.1 GDR1 though. Not all carriers have pushed out this update yet (AT&T for example). If you do not have this update, and the update is not available, you can get it through developer preview. In which case, just search how to enroll in developer preview.

My Lumia 530 is T-Mobile. I do not know enough about GDR1. How do I know if I have it? How do I know if I can get it?
