Lumia 530 Cogs and Reboots Continuously

I reset my Lumia 530 so that I could start again afresh with it, but it is stuck on the spinning cogs and has been for some time, switching off every 15 seconds and then turning back on again, only to go back to the cogs. The progress bar never moves along, and the Windows boot screen only displays very briefly.

Power down the phone. Hold the Volume Down button and tap Power. When the exclamation (!) screen appears immediately release the Volume Down button. Then tap in order: Volume Up / Volume Down / Power / Volume Down.

This will restart a Hard Reset. Plug into power so you have juice to get through.
