Do you mean data or wifi?
With data be sure you are in a place with good coverage, upgrade your data plan, change to a provider with better coverage.
For wifi , check the up/download speed from your router and compare it with your subscription, check if your router signal is strong (no interferences with other networks) and if needed change the channel on your router, get a faster subscription.

There is as i know, no way to speed things up besides clearing your history and temp files from settings - swipe left to applications - internet explorer - delete history and delete. Same for searches. Speeds are generally controlled by your network or service providers and affected by how good or weak the reception is. Also most service providers throttle (reduce speeds) for several reasons like when using P2P (torrenting) or once you have reached your usage limits.

First of all make sure you have no updates doing on the background cuz they will consume wi fi
Then use google instead of bing and a fast browser
