Is it really 13 mp camera?

hello I realized something today. I took a photo with my lumia 640 xl. I checked properties of photo from pc. It says photo resolution is 4208 x 2368 which means actually 9 MP? I've tried both lumia camera and microsoft camera. Is it normal? If it is normal why they say it is 13 MP?

If you are taking photo by 16:9 then i think it will be 9 MP and if you take with 4:3 then i think it will be 13 MP just try it ! I hope what i said its true.

That is correct. I think it is actually more like 10MP on the 16:9. I've set my aspect ratio to 4:3 for that very reason.
