640 XL - Problem with syncing to ATT Address Book

Has anyone had an issue with syncing to their ATT Address Book with the 640XL running W10 - 10581 Build. I am getting an error stating there is no cellular connection when there are 3-5 LTE bars showing?

I have been on the phone with ATT tech support twice and they really don't have any idea why its happening?

Any thoughts?

I'll have to apologize, but I do not use ATT as a personal carrier. But have you tried accessing your online ATT account via a web browser? If it's accessible via a web browser, see if you can export it to a file. If so, you can then try to import it to a GMAIL account or Outlook.com email account. Then set up your email accounts in Outlook Mobile and it brings your contacts in. I started doing that many years ago and have not looked back.

Or, you can try to do a hard reset on your phone and try again. If you've already done so, try recovering back to Win 8.1, upgrade to latest build, do another hard reset, then set up the phone again from scratch.
