Can you no longer developer unlock using the Developer Registration Tool?

I'm trying to dev unlock my phone and I'm unable to use the Developer Phone Registration from the SDK lite tool. I keep getting dumb errors, which I have researched, and the only conclusion that I can come up with is that I simply cannot connect to the Dev Center. I have an active Dev account.

I'm not sure how relevant it is but I know in W10M, assuming you're running it, has developer options that 8.x didn't have in the settings. Might be what you're looking for.

I was running 8.1 for personal and stability reasons. I know, people don't all have the same issues when it comes to hardware and performance. Plus there is something called the placebo effect that I'm sure has something to do with it.

I'm aware of the dev options in 10. I just never got them to work either. And, to be fair, I would like to think that after playing around with development for years on Windows, iOS, and Android that I would be able to do this. Heck, I have​ been able to do this. Oh well. I'll figure it out eventually.

I'm having similar problems. Last month I could developer unlock 8.1 devices, this week all I get is 0x64 error. My problem is that I have devices that will never update to 10 e.g. Panasonic FZ-E1's.

It works now for me. I unlocked my device for development last night. Initially I got the same errors but then I did my old chant...clearly it was the chant and not the fine folks at Microsoft that fixed this.
