How to stop interuptions from proto registration on Microsoft windows 640xl

Every time I'm on wifi or have data on, I get interrupted by the app "Device registration" I try to register as to stop further interuptions but it says "There seems to be a problem with connecting to the service. The service may be unavailable, please try again later"

How can I solve this problem & stop interruptions by this app?

I have this same problem on my 640LTE and it is most annoying! Does anyone know how to remove the app - would a reset fix it?
