Have Microsoft said anything about System Data eating up all your phones memory?

My Lumia 640 broke a while ago, so I need to buy a new phone. Back when I had my Lumia 640 I noticed there was a big problem where the System Data (might of gotten the name wrong.) was consuming massive amounts of my Phones internal memory, like 6gb. I know there was some "quick fixes" but they didn't seem to have that much of an effect.

I want to know if Microsoft have done ANYTHING to address this issue because it'll be a factor when I'm buying my next phone.

Is it still an issue in Windows 10 Mobile?

I have noticed that when you go to storage sense that the space under Other tends to grow. MS is aware of this. Typically it is cached information such as from IE. If you clear the browsers cache out might free up some space. Just keep on mind that if you pinned any websites and log on info, this will get cleared. Your pinned website will remain but the data will have to cache again and you will have to log in again.
