Unable to import contacts after Windows 10 Update on Unlocked At&T 640 LTE

I updated my unlocked Lumia 640 Lte last night to windows 10... Everything went great with the exception of I can't import my contacts.... I have tried several times to reset my phone back to 8.1...from settings> System>About>Reset... but it keeps taking me back to windows 10.....

I am able to add my microsoft acct information right in the beginning while setting up the phone.. I am able to restore my apps. When it comes to trying sync my outlook contacts, it asks for my Msoft account info and password. I do this and it brings me back to add my account info after my information was verified!

I have read up on these issues and have tried the resolutions by resets ....:unhappy::unhappy::unhappy::unhappy:

How do I get the program from lumia to bring my phone back? How do I use it?

I am afraid I bricked my phone with this update!

I don't think that simple Reset brings your phone back to 8. I never used it (so I don't know its name) but there is a program for that

Reset is not going to revert you back to 8.1. You can use Windows Device Recovery Tool to rollback to 8.1. Or just check for updates and download the latest 10586.318 update and it should fix your issues. If not backup your pictures and media, hard reset from Settings >> About >> Reset and then add your Microsoft account again, your contacts will sync back.

I have already did the hard reset ... using this hard reset from Settings >> About >> Reset and then add your Microsoft account again, your contacts will sync back. Still nothing... Where do I find the Windows device recovery tool? Is there a tutorial for it?

Downloading the update.. 10586.318 I hope this resolves this issue.... My fingers are crossed

I think this was a fix listed for the 338 update, which is in release preview right now.
