The specs said "20MP camera with ZEISS optics".

Open the camera app and try and change the size of the JPEG which will be taken.

The highest resolution you can select is 16MB JPEG, what happened to the other 4MB?

There's a similar thread in the 950 forum. Try the 4:3 aspect ratio

16:9 = 16MP
4:3 = 19MP

Where did the 1MP go for (4:3) and 4MP go for (16:9)?

Which aspect ratio actually produces a 20MP file, heck you can say the sensor is 50MP and only save a 16MP file, that would mean any boasting about the sensor, irrelevant.

The 20MP claim refers to the sensor itself. None of the photos will use the entire sensor. They both will be less than 20MP.

For example, on the lumia 1020, it is 41MP sensor. The 16:9 ratio comes out to just 34 MP, while the 4:3 ratio is 38 MP. I am guessing on 950xl it is going to be like 17 and 19 MP.

It is a marketing trick really. They never say it takes 20 MP pictures. It is always a 20MP camera. Essentially the corners of the CMD sensor never make it into any photos.

Isn't it only a 20MP sensor if it has the ability to produce 20MP of data for the end user?

There should be some stupid aspect ratio say, (4.212:3.092) which should actually map all the pixels to a file, don't care what it is, just that it should be 20MB worth of raw data.

The watered-down version is that the 20MP refers to the overall sensor size. The lens is a circle, thus the "beam" of light that falls on the sensor is also a circle. The "missing" 1MP is the rounding error where the rectangle of the 4:3 capture area is completely inside the circle, leaving bits of the physical sensor un-illuminated. It's a result of optimization of sensor size versus sizing of the other physical elements of the camera.

The following isn't 100% applicable since it's for a different camera but it gives you a visual reference:
