Starter questions

Hello,
I have a few quick questions that came up just in the first minutes of using it.

1. How to enable the 4 Rows on the start screen? I changed the scale to 400% and on startscreen "show more tiles" is enabled.
2. Need a Link to Lumia offers app because it didnt come preinstalled with this just with other crap
3. Speech languages came preinstalled with US France Germany and Spanish. Download Error using UK. How can I uninstall the other languages and why doesnt it preset it to UK when my region is UK and installs some other random packs that are not my region and not my keyboard layouts

4 rows: change scale to a lower value until it shows 4 rows. I think it's supposed to be 350% and also enabling show more tiles
