My 950 xl cannot send picture text, or can receive picture text messaging. I am with t-mobile. When receiving text messaging, the picture attached says "Download".

You need to have the correct MMS input.

Settings > cellular + SIM > SIM settings > edit MMS APN.

Use these values.




If something shows as a blank in the chart, leave it blank on the phone.

I had the same issue. No matter what settings I had entered I could only get standard SMS to work not picture text or group text. What I finally did to fix it was to do a hard reset back to factory conditions and NOT do a restore from a backup. In my case I think my backup that I had restored from my previous Windows Phone 8.1 device corrupted the MMS settings no matter what I set them at. I hope this helps.
