950 XL can't sent or receive attachments in text messages

I have a new dual sim 950XL. I am on T-Mobile in the United States. My Windows 10 build is .218. For some reason, I cannot send or receive attachments in my text messages. I have looked in the messages settings menu, but I cannot find anything that might enable attachments.

Thoughts?

You probably have bad MMS settings. Attachments (photos, video clips) in text messages are sent over MMS protocol (rather than SMS). Make sure your MMS network settings are appropriate for T-Mobile.

If they are correct, make sure you turn on "cellular data" because some networks require it for MMS messages. On Windows phone, there's also an option to send MMS over wifi (disabled by default) but I am not sure it will solve your problem.

Thanks for the reply. Under Network & Wireless, Cellular & SIM, I enabled Cellular Data, Data connection, and now the attachments work.
