Hard Reset Still .36??? on 950

I performed a hard reset on my 950. After everything was setup I checked the OS version and it is still .36

I updated via windows insider to .36 and found random reboots to be troublesome so the plan was hard reset---and then just go to .29

Any idea why the phone did not go to .0 and then look for updates and go through the normal update process?

A hard reset keeps the most recent OS. If you want to roll back you'll have to use the windows phone recovery tool via a PC download.
