Looking for a wallpaper maker app?

I have this one pic that i would like to set as my wallpaper on my phone but its a landscape pic so of course when its set it gets zoomed in so i was wondering if there was some sort of app that can make it fit on my lock screen without it zooming in with maybe like a white background if you know what i mean? Any help is appreciated thank you.
