It's a flagship device, smaller than the 1520 with more storage and existence than the mythical 930 and a better camera than both...
Edit: I know the 930 exists, I was cracking a joke at its lateness

After i recieved my 930 i can't think of another device that is better, the device has a much better feeling with the alliminium body, MUCH faster and runs so much smoother, better display with Full HD. Excelent camera as you can see in this picture. Overall it's just the better device, and it gives the absolute best Windows Phone experience, but that's my opinion. I have had Omnia 7, Lumia 920 and Lumia 925.

The L1020 was a game changer for WP. Not sure if "best" can be attached to anything unless "IMO" is also attached.

I know you will never get it from my daughter unless you pry it from her cold, dead hands. For her, it is the flagship, beat all end all tech, top of the heap camera and coolest shade of yellow since the banana ripened.

I have the 1020 and haven't seen any phones yet that I would consider "upgrading" to. I refuse to step down to "half the camera" tech found in the 1520 and 930/Icon. Sure, they are really good cameras, but not like the 1020. No Xenon flash either! And the 1020's dual core processor gets the job done just fine with it's 2GB of RAM. The 8.1 dev preview runs perfectly smooth and I haven't found any apps that I can't run.

When they come out with a real successor to the 1020, with at least a 41MP sensor or better and a Xenon flash (McLaren?), then I'll consider upgrading. Until then, I'm keeping my sexy yellow 1020.

Not to mention I just had it replaced with a brand new (refurb) via insurance claim (I dropped my 1020 and shattered the screen) so I have this brand new condition 1020 to start over with.. it's kinda like I got an upgrade! lol definitely enough to keep me happy until something "worthy" comes out... like I said though.. It HAS to be a real 1020 successor or no deal!

And I say all that knowing I have an upgrade eligible on another one of my lines. So as soon as something "worthy" gets released, I'll be able to get it... AND be able to keep my 1020 if I want/need to! :)

I still think the "best" device is the one which suits the users individual needs the best. All devices have their strong and week points:
The 1020 is equipped with rather dated hardware. Modern screens are better. While the camera is after all without much competition in terms of quality, it lacks in terms of shot-to-shot performance. People who like to take pictures of moving subjects like their kids and pets keep complaining the 1020 just can't keep up with the playing crowd. On the other hand let's not forget about the powerful Xenon flash which equals those of pocket digital cameras.
You can't expend the memory, if I couldn't have gotten the big 64gig version, I wouldn't have choose, the 1020.

The 1520 is too large and uncomfortable for many people, it also is more expensive. While the hardware is certainly better in every aspect, the camera is not. However it has a much better shooting performance from what I've read, then again it "only" features a dual-LED flash which simply can't reach the power of the Xenon flash.
The memory can be expended via SD cards, which is important for many people.

Same goes for the 930, while it is much smaller than the 1520 while sporting the same hardware, it still is much more expensive and has the same camera stats as the bigger Lumia sibling.
Personally I am annoyed by the fact Glance is not supported. What kind of flagship is a phone which doesn't even support a popular, premier feature of the whole Lumia line?

Eh, the processor is kinda lame, and while I kind of prefer the resolution over my 1080p screen (720/768p is a much better choice for ensuring apps are supported correctly), LED makes for a very inaccurate experience... but what killed it for me is that boneheaded decision of focusing the experience on the camera without expandable storage.

Releasing a camera without the SD card slot is a FATAL mistake.

I just made the jump from a Lumia Icon to the 1520 and I feel like its closer to a definitive Windows Phone.

I have trouble accepting the Icon as a smaller substitute to the 1520 because it lacks a lot of what makes the 1520 represent the OS so well. No storage sense, no glance. I couldn't believe they didn't fix this when announcing the 930.

HTC was SO SERIOUS about being anti SD, but even they supported external storage when they made the M7 international... and that one little change would've made a world of difference in perfecting what was introduced with the Icon. I strongly believe that Windows Phone could make a huge comeback if they'd stop screwing up on these things.

I own a Lumia 1020 and I'd say it's not the best WP! it's the best camera phone on the other hand! but it's nowhere near to best in case of WP..!! if you're planning to buy one....you should probably wait!

definitely not necessarily the best, its all subjective.

I want built-in Qi, don't mind meh internals etc.

920 is a great choice for me, and chose it over the 1020. OK fine, the $250 upfront markup affected that too.
