In the auto industry, when a carmaker goes belly-up, the Federal Government (US) mandates that parts and service be available for 10 years afterward. I know phones don't fit that mold, but what are the protections for consumers now that Nokia is ceasing handset operations? I would imagine that falls on Microsoft but what about handsets built before the takeover?

When Microsoft bought Nokia's devices division, they bought all the contracts and obligations that apply to that as well. Other than the obligation to stand behind a (1-year?) warranty on Nokia devices, I don't think there's anything else, certainly not anything mandated by US law that would be helpful to the consumer.
