Best budget Nokia Lumia phone?

No... Buy a 1520 and don't look back. Yes it cost more but for HD video... you really really really should just get one and be done with it.

I guest it would depend on what you consider a budget phone. I think I would stop at the 635. I consider the 7xx and above mid_range phones. I would consider the 632 because it has 1 gb of memory, but I don't think it's available in the US. Odd that it is for China, and NO ONE in China has WP.
