What strategy of MS,look guys some of following points
1)MS drop its own eco system n release new office word, outlook app to ios n android first n expect that share values goes from 3% to 16% in 1 year
( expect to pass ios in 2016)
2) didn't give freedom to developer n expect attention of developer
3) pending beta app some one remember we have 1 app named live lock screen beta after releasing app we know that app is buggy n MS n developer says that a small bug will remove in next update
When to update in 2016???
4) so on .............

100% does not happen overnight, microsoft is already in the process of making sure windows 10 is ready to start on the right foot. Over a period of time thing will only get better.

How about I humor you for a bit.

1. OK, Office was dropped on iPad, Android tablets. Well, Windows tablets all had access to 100% unadulterated Office, (or almost full Office in case of RT) So I can argue that.
Office on iPhone and Android phones, well nothing to write home to, it doesn't appear to be dramatically better than what we have.

The Outlook app was already made. Do you expect them to intentionally handicap iOS and Android development, just for the sake of looking better?
Think about it. You support multiple OSes. One OS is currently in development and is around the corner with improvements. You also have a great email app ready and waiting to go on other platforms. Do you release the finished app now, and get it to users sooner, or do you intentionally make them wait for an unrelated event? (since those users don't use Windows Phone anyway)
Or fine, you spend a sizeable amount of resources on putting the new Outlook app on Windows Phone 8.1 instead of working on something better.

2. What about iOS? It has historically had less freedom and Apple can still expect development.

1) ok iI understand that all office word and outlook of windows 10 phone get better feature than ios n android but why they release other OS app than home OS
Message delivered to developer that MS own ignore its own OS to preparing app and release in window store
How developer change its own mind to prefer windows OS than Android and ios

2) Apple 🍎 expect development because they prefer whole OS not like windows pc only pc devrlopment

1) That depends on the developer. For example, the new version of iTunes featuring continuity was released for Windows first, mac a few weeks later. In this case, does this mean Apple doesn't care for its own platform,I.e mac? Does this make developers think that a Windows app is enough, no needs for making one for Mac? No, companies like Microsoft and apple focus on delivering their software to the majority of customers, doesn't mean they are ignoring their own platform.
2) Give an example?

I believe the best way to say this is that they released on the other platforms first is to get users to use the program more so. On the other platforms they have options to use others but if they can keep office as the choice for most users then people will use it more so on their computers. Second since Windows 10 is around the corner they would rather wait for a complete revamp that will go in sync with the vision of windows 10 as one that is consistent no matter wat system type they use. They are incorporating a lot of office features in the new OS.

1) u have few examples of such situations but think about such game temple run, subway surfer, candy crush such popular game come to our wp platform later 1.5 or 2 year later after Android and ios
2) example of preference of pc over phone platforms
See our present ceo of MS Satya nandela says they prefer to phone and tablet first but what about past ceo
Even our Mobile has not so customaries feature ( background wallpaper) recently add to windows 10
Wifi direct not present yet
Lots more

I think you need to read around A LOT more on history and evolution of WP in order to talk about its future.

Big name apps and games first party or third, don't get support where users are limited in numbers. This is the rule. Simple.

MSFT is a business. They need to make money. It has a loyal following that will still be here. It makes excellent business decisions from time to time. May not make sense to us but they are minting money with Windows and Office. Enough to have both Xbox and WP along with Surface make loss for another decade and still be a profitable company.

1) better late than never

2) I think Mr. Ballmer cared too or else he would not be the one that put his foot in the door to have windows phone now. To me that is a tremendous big step from what was originally started as.
