    It's because they have no intention of trying to capture the high end market for the foreseeable future.

    They may try to get HTC or Samsung to invest millions but they are putting out the phones that they can make the most money on with the least investment.

    Microsofts goal is to have software that can run on any platform and if they succeed then they can focus on other things besides being in the phone business. Their royalties will continue to come into their coffers from both Android and Google and from Enterprise.
