Here's a better translation of the quote of concern: "Hi, upgrade to Windows 10 will be available FROM February 29, but remember that not all devices may receive it. Best regards!​" - basically the same, but take note is says "FROM February 29", not "ON February 29". That could mean a partial and sequential roll-out spread over several weeks or months, as usual.
