Why do we have two versions of office?

There are two versions of most Office programs right now: Office 2016 (desktop), and the Office Apps in windows. I make use of several office programs, and I am growing annoyed with the gap between the two versions. For handwriting, the Onenote App is by far superior, so I use it in class; however, it lacks the majority of other functions you have on the desktop. The Mail App is fantastic for running through email quick, but it lacks smart features in office 2016 (like recent files for attachments, and comprehensive signatures). As a paying Office 365 user, I would love some kind of customization continuum like feature that merges the software, but as of now I'm stuck using two versions of the same app. (hardly fitting the "one" strategy of microsoft).

Does anyone else feel this way?
