here's a solution to dimming surfaces even if the adjust screen is off

Mine was already set to off and changing other settings under display didn't fix my problem.
Here's my problem from another post:
At night in bed I turn the brightness level down all the way. I notice when scrolling through the start menu/screen it consistently fluctuates the screen brightness when I'm at different parts of the menu.
Is this a known issue or is it my surface?
If it doesn't make sense I can try and make a quick video to demonstrate.

it's some sort of dynamic contrast by adjusting the backlight, but at a dim screen the adjustmenst are way to big and you notice them. I think it was the same on the old surface 2 and I don't know of any solution right now :/

Did you try going to these both options and change the percentage to 100%?
Here's what mine looks like. Seems like your problem was the one I had. It auto dims because of battery conservation.
