Hi all whenever i try to power on my surface it comes up with the "surface" splash screen then the dots at the bottom come up, the 2nd cycle into the dots it freezes, it then reboots after a few minutes then comes up with "preparing automatic repair" then the same thing happens again it freezes. I have tried to make several recovery dives using different images even the one you can get on the Microsoft site. also tried two different usb formatted at fat 32, but it wont boot from either one of them just sits on the surface screen for around 4 mins then tries to boot up the os which then freezes.

Any help would be appreciated :)

Read the guide. Don't know what you mean by 'extracted all the files on support page'.
Download the SurfaceRT_BMR_xx.x.xx.0.zip file, extract it and you get a SurfaceRT_BMR... folder, copy the contents of the folder to a fat32 formatted USB drive. There is no setup of the USB drive required, just format it.
