why did sb2 go with ddr3 RAM?

I believe DDR3/DDR4 are roughly equivalent in terms of power consumption at both idle and at load with same memory bandwidth. But at higher bandwidth, DDR4 consumes more power. So there aren't many scenarios where the boost in memory bandwidth outweighs the cost of power consumption
