Can you tether your phone to your Surface Book 2?

When I plug my phone via USB A or USB C, the Surface Book 2 doesn't acknowledge the device. The device will charge but that is it. No it's not a phone issue, since when I connect my phone to other computers, the computer recognizes and the phone asks about Tethering. I've downloaded my phone's drivers on the SB2, as well, it seems no matter what I do I can't get the SB2 and my phone to connect via USB.

When your phone is connected to your SB2, on the phone, is there a notification or icon in the notification bar at the top of the screen that you can tap which asks you what you want to do (e.g. charge/transfer data etc.)? Lots of phones work this way.

Go to Device Manager on your Surface and see if there’s a “lemon” waiting for you to update a driver. Most likely it’ll be under Network Adapters.

I was able to utilize someone else's phone with the surface book 2. It seems to be the combination of Essential PH-1 and the Surface Book 2. I have put in a ticket w/ Essential.
