    I recently bought a used Surface Go and noticed some very odd behavior from time to time.

    With type cover attached all small letters are suddenly capital, when activating Capslock all letters that should now be capital are small. Shift has no action anymore. Placing the cursor anywhere with the touchpad or using the touch screen will just mark all the text.

    Releasing/reattaching the type cover does not change anything.

    After a while everything goes back to normal, sometimes after a minute, sometimes after 10 minutes. Sometimes it doesn't happen for hours, sometimes after just 10 minutes again.

    Latest Windows updates and Surface drivers are installed.

    Any ideas?

    My first guess is that you have a defective type cover. If not the cover, then your Windows is damaged somehow. You could try running a dism/sfc scan but you might end up having to refresh Windows.
