I think the problem is Microsoft is allowing 3rd party developer to run the application in the background. Instead they should force suspend the app without exception. The only background tasks should be locked down:

location, audio, data upload/download and VOIP

That way you can optimize those background tasks for the hardware and OS and not worry about a dozen rogue apps ruining the UX.

BTW - Windows Phone gets it right. It forces suspends every app.

Thing is looking at the app manifest definition:

I don't see anything that allows the developer to this, so maybe any of you who actually are developing WinRT apps can shed some light.
