Question 1
On Surface 2, will I be able to watch Recorded TV shows that's saved on the Desktop computer via my Wifi connection?

Question 2
Will I be able to install/download the Media Center program onto the Surface 2?

Question 3
With USB TV tuner cards, will it allow to watch live tv on Surface 2?

Question 4
Will Surface Pro 2 be able to do the above 3 questions?

The Surface RT and Surface 2 does not support DVR-MS files, which is the format Windows Media Center uses for recorded TV shows. And, since Media Center is not on Windows RT, I do not think what you want to do is possible without another vendor building a replacement app for it.

You can use a Remote Desktop Connection to connect to your PC with Windows Media Center to play/view your content.

I watch recorded TV on my Surface by dropping the .wtv file into a folder (TV Shows>Series>Season>Series.S01E01.Fancy.Episode.Title.wtv) into a folder scanned by Plex Media Server (which is installed on my desktop PC). That transcodes the .wtv file to the Plex application on my Surface. This also enables my wife to watch her shows on the bedroom TV with our Roku 3.
