Surface won't connect to Lumia 822 via Bluetooth

Hello all,

Ever since I updated to 8.1 my Windows phone will no longer connect to my Surface RT or my Windows 8.1 laptop. It connects, then disconnects. If I manually try to connect it does the same thing. I was able to transfer files from my phone to my laptop prior to the update. Both the Surface and the laptop behave the same way so I'm guessing it has something to do with the update and possibly a sharing setting, although I haven't found anything yet. Anyone have any ideas? Thanks.

The BT connection is not maintained. Transfer will still work.

That's the problem. It doesn't work. I get an error message saying "The device you are trying to send to doesn't support sharing over Bluetooth". It worked prior to the 8.1 update.
