Turning On in Rear Camera Mode?

OK this has happened on the Surface 2 I returned and on the replacement.

Sometimes I turn it on and all that is on the screen is the reaf facing camera.
There is an "Unlock" icon in the lower left and the other camera control icons in the lower right.

it isn't an app as I can't close it by dragging down from the top. Turning it off and on seems to get rid of it sometimes.

Totally confused.

It's because there's an option to turn on the camera from the lockscreen. If you swipe up at the lockscreen, you get the normal password entry screen. If you swipe down, you get quick access to the camera.

To disable the option, you can go to "Change PC Settings", then "PC and Devices", then "Lock screen". Scroll to the bottom and there's an option to turn it off.
