You can! Though I'm not sure if PlayTo works, as I don't own a PS3.. But what I did on my old Surface RT on my dads PS3, was to enable media sharing.. and you can then browse your video collection on the surface from your PS3!
What you do is go to computer administration > Services and programs > services... there you have to find the service called Server, enable it and make it start up with the computer! Then you will have home network and network sharing enabled just like on Windows 8!

I can't get PlayTo to work. When searching for devices on my Surface it fails to see my PS3.

Sony didn't implement DLNA properly with the PS3, so it is really difficult to get it to work properly. I'm not sure about the Surface RT/2 being able to stream to it, but I'll see if I can find anything. One thing you probably need to do is allow the Surface to "PlayTo" uncertified devices:

Apparently you can get it to work through Windows Media Player on the Surface Pro / Surface Pro 2

Edit: Looks like it won't work, as Sony hasn't updated it properly.

I don't know how the PS4 handles it, but Sony has a tendency to keep things proprietary/nonstandard so, when you upgrade, you may want to go wit an Xbox One (which works great). I haven't really turned on my PS3 nor Xbox 360 since getting it
