    I have WiFi access. I know surface 2 lacks GPS but it should still find me, right?

    Check: Settings > Privacy > Location

    And see if maps is allowed to use your location.

    Yes, it is on I just double checked again.
    Can anyone let me know that maps is supposed to find my location through WiFi?
    Is this a hardware issue?

    Surface or any other device has no way of figuring out your location using WiFi. It would need either a GPS or a mobile network support which would give it the location information. You can manually set your location in Surface, and update it when you move to a new place. However, if you need to use the maps for navigation purpose, then you can try one of the suggestions mentioned here:
