why is my streaming video choppy and lagging on surface rt?

I've had my surface rt for a couple years now and I've never been able to figure out or get an answer as to why playback is choppy, pixelated and lagging when I stream video from youtube and most other websites. Netflix plays beautifully as do my videos on my server or locally. I've posted on multiple forums over the years but can't get any answers that fix it. I've read posts that suggest something to do with a whitelist and flash, but due to disabilities, I need much clearer directions to attempt that fix. This is a problem on both metro and desktop. Streaming is one of the main reasons I bought this bery expensive doorstop! Please help!

I think YouTube has different qualities of posted video's so what if your RT "always" picks the wrong "quality".
Could you for example download a youtube video in different qualities and then play the downloaded files to see if this gives similar effects.

I blame the apps. ESPN app sometimes runs great - sometimes choppy bad mess that I can't even see. Youtube usually is good. Local server video playback is good.
