Windows 10 s

I think this new version of Windows 10 is very similar to Windows 10 mobile.. All apps from stor. As we know the windows store dose not have all apps that we need. So it Windows 10 s a good idea or not??
Also, surfers laptop as i know working only with Windows 10s what about if i need that laptop but with a full version of Windows 10??

It's different. Windows 10 Mobile can't run Project Centennial aka Win32 apps converted to UWP apps. It also (to my knowledge) does not support cellular connectivity and can run on x64 and x86 processors (that's why it runs Centennial apps). Microsoft's goal behind this is better battery life than on ordinary versions of Windows, better security for only allowing apps from the Windows Store and speed.

You can upgrade your Surface Laptop to Windows 10 Pro through the store for free for some time, if you however decide not to do that in that period you can later upgrade for 50$.
