The touch keyboard is quite a nuisance for us Surface Pro users who like to edit documents or navigate with the pen. Under services.msc for the touch keyboard and handwriting panel service, one can apparently modify the start type between automatic and manual or disabled. Using disable, this totally disables the touch keyboard which is not acceptable because every once in a while it is necessary to use.

However, setting the start type on manual does not work either because manual is not "sticky". The next time you reboot the computer, it reverts to automatic.

Similarly, in the registry, under tableInputService, changing the REG-DWORD for Start to 3 apparently has no effect on the start type for the touch keyboard, which was set with a value of 2.

Hopefully, Microsoft will take note of this as it is considerably frustrating to use the surface Pro with a pen with that keyboard constantly popping up interfering with productivity. Or, possibly, maybe Microsoft has a hidden agenda to eliminate pen use! ;{

Responding late because I didn't see this earlier, but have you filed a problem report with the Feedback Hub app? You can also check there to see if anyone else has reported this issue.
