How can I get my Surface Pro 3 to boot from the USB drive?

Surface Pro 3 Recovery File Size

I have a Surface Pro 3 256 i7 8GB. I have downloaded the Recovery File from the official Microsoft Download Site, saved it to a FAT32 USB thumb drive so I can restore my Surface Pro 3 to its original factory settings (for some reason, i can't recover from the factory set partition).

However, no matter how I tried it wont boot from the USB drive. I browsed the file stored in the thumb drive and it does not have an exe file on it. The downloaded ZIP file size is 6.2 GB. I tried to download again from MS site, but this time the file size is now just 5.2GB. Again, It wont boot from the drive. It also doesn't have an exe file. What exactly is the size of the Recovery File?

You have to set the thumb drive to be 'active'. See the attached text document on how to do it.
