Surface Pro 3 restored, updated, still an odd Pen issue.

I managed to restore my Surface Pro 3 and after contacting supporting, I updated it and now haven't had any ghost touches or spotty Surface Pen. Except one narrow line on the right side of my screen, where my Surface Pen jumps. I don't believe I ever had this issue before going to Windows 10 (I'm back in Windows 8.1 now), but it's likely it was always there, and I never noticed it, since I don't usually draw on the far right. https://youtu.be/G7lRYOpiD6M
