im having issues with the Clock on my surface pro 4

I have it on automatic update time and time zone , but its always 2 hours ahead after turning on and off the computer. It keeps going back to 2 hours. What the hell is wrong with this ?? I have to turn off auto update to keep the time to stay the same time. But I want it with automatic update.
