CRITICAL_SERVICE_FAILED BSOD restart loop

This is my second surface pro 4 that have the same issue.
The machine is core i7 with 8G RAM and 256G SSD.

It goes like this:

I wake up the SP4 from sleep and found the Windows Hello camera stops working. I figured I would just do a restart, so I restart the SP4. Then it would boot into blue screen with CRITICAL_SERVICE_FAILED message, it would then restart, went into recovery screen, and would report that it couldn't recover, then reboot into BSOD and start all over again.

This is my 2nd SP4 that has the exact same issue. The first one I took to the Microsoft store and they couldn't figure out the issue so they gave me a replacement (refurbished unit - I'm sad).

I had the same issue - What I did what Power Down the SP4 - Use the "Volume Up + Power Key" to enter the BIOS and once there I deleted the Windows Boot Manager File - Once I did that it booted fine. However, I am not telling you to do this - I am simply saying this is what worked for me in this event.
