Can SP7 run PS with multiple layers/fx

I am thinking of replacing my laptop with a SP7, but can anyone tell me if the highest spec SP7 can run programs like Photoshop with many layers and fx with no lag. Also with some light video editing.

Or would I be better off going for something else?

I was looking at the SB2 but that's pretty damn expensive and out of my budget.

It'll definitely do it, I once did basic Photoshop work on an XP-era computer running Windows 7 so it really comes down to your specific workload and what you do.

So I'm saying that it's hard to do. Is the Surface Pro an ideal computer for your use case? You're putting all the money on it's design and slickness. If that isn't paramount and you rather have some other features like more ports, easier repairs, more performance, etc. you'd be better off spending your money on a computer that fits you.

What's your current laptop and how well does it handle your work?

I really like the SL2 use with 2nd monitor. The 3 will be even better.
