How to use Surface Pro 2 as an input device and monitor for a more powerful PC?

I'm planning to get the Surface Pro 2 for artwork and taking notes on the go.

While I'm at home, I want to connect the Surface to my much more powerful PC (via USB, WiFi, whatever. It needs to be smooth.) so I can use it as an input device and a second monitor.

The main reasons for wanting to do this are:

• Some brushes lag on the Surface. So for coloring and more detailed artwork, I wish to use my home PC while using the Surface as an input device,
• Also, the Surface's touchscreen would be invaluable to control certain functions in other software I use--but this is not as important.

I've seen people connecting their Android tablets to PCs and using the tablets as second monitors or even input devices. I was wondering how I would go about doing this with the Surface Pro 2. If this isn't possible, can you recommend another PC/tablet under $700-800 that would fulfill these functions for me? OS is not particularly important, but a Wacom pressure sensitive pen function is a MUST.
