Read only issues with directories under my user account

I seem to be having an issue with the read only bit getting set for my folders.
The problem cropped up because I noticed that when I went to edit an image inside lightroom, using a plugin, LR was unable to create the TIFF file needed for the edit. After some digging, I noticed that c:\users\pictures had the read only bit set, when I looked at the properties.

I clear it, hit the ok, and proceed to do both the current folder, but also any sub directories and files. It spins for a few minutes, every thing looks good. I see the box cleared. I then right click the Pictures folder and boom, its set again.

I've never seen anything like this, its preventing my ability to use plugins in LR.

Any thoughts on this

Never mind, I'm not sure what's going on, but I fixed the issue.
I noticed I could edit the 2014 images I have but not the 2015.

Inside Lightroom I renamed the directory, created a new one, and moved the images to the new directory. Some how the old directory had something wonky going on, even though the permissions and attributes looked good.

While I cannot answer why it occurred, I can at least say I'm back up and running.
