And, can it be unplugged without being fully charged?

You should be able to plug it in all of the time and unplug at any time without affecting the charge. The lithium ion batteries are not messed up by these problems related to nickel batteries. The biggest culprit to problems with battery life are related to heat which degrades the battery. So make sure the fan is free when using it, especially if you hear the fan kick on.

Yes it ok to leave plugged in and never let it run to zero except once a month (for battery calibration) best to charge at greater than 20% and store with 80% long term. Keep away from heat as stated earlier.
