Compatibility of Japanese software on English version of SP4

Hello, I am trying to decide whether to buy a Surface Pro 4 in Japan or abroad. In case of buying a SP4 (with the English version of Windows OS installed) outside Japan, can I install the Japanese language pack and run the Japanese version of software at full compatibility? Has anybody done this successfully? What are the differences of SP4 sold in Japan vs. the English version of SP4 with Japanese language pack installed? Will the latter recognizes Japanese filenames? Thanks.
