Screen issues on Surface Pro 4

This occurs often. Lower half centimeter of my screen scrolls or shows content of the rest of the screen. Pixels randomly flash when I connect the power socket.

Anyone any experience, fixes, ideas ?

Try a windows refresh first - settings>update>recovery>reset pc>keep files

If that fails, do a full reset, without keeping anythng
