power bank with 19v dc is suitable for surface pro (1796)?

I need your help, can i charge my surface pro 2017 proc i5, Ram 4GB, SSD 128GB (1769) with 19V DC output power bank?

It is always recommended to use the manufacturers charger else damage can occur to your PC.

Do you have the original charger to compare? The 19V output sounds a bit high and IIRC the stock charger has an output of 12V so my suspicion is directly connecting it will fry something.
