That's the message that keeps popping up with the Blue Screen of Sad Face :(

Every time I shutdown or restart that message pops up and powers up again, not allowing the device to stay off. I even tried refresh AND factory reset, but it fails to restart and just pops up with the same message and aborts the refresh/reset. GAAAAAAAH!!!

Anyone else experience this and/or have any advice, before I call customer service?

Thanks a bunch.

I found this be very helpful and it solved my issue:

Sorry to hear about your Surface encountering errors. Please try the following:
1. Turn your Surface Off
2. Turn the Surface On
3. Press and hold the Power button when bootup reaches the black screen with Surface in white text, with bubbles under the text.
4. Do this until the screen shows Preparing Automatic Repair
5. You may get a screen about Bit locker, use the Skip option
6. You should see a Diagnosing your PC screen.
7. Automatic Repair will come back up now.
8. Click on Advanced
9. Click on Troubleshoot

From here you can try Refresh or Reset option.

Note: since I couldn't turn it off via settings, I had to hold the power button down about 10secs to force it. Then I held it down again until it turned on and followed the rest of the instructions above.

I can't reset my surface rt - Microsoft Community
