Why my Lumia 1520 at&t can't use 4G in my country indonesia ?

Have you checked to see if the bands it has are compatible with your carrier in Indonesia?

In Indonesia 4G/LTE seems to be mostly on Bands 3/8/40.

AT&T Lumia 1520 is not compatible having Bands 2/4/5/7/17.

However, in July 2016 carrier Smartfren did deploy some Band 5 LTE... Not sure how broad the coverage is.

You would be better served with the RM-937 variant of the Lumia 1520. Particularly if you can get a Honk Kong Regional one.
