Lets see, Glance feature was made because of special properties of LED displays like individual pixel turn on/off, but somehow they made this feature available on LCD panels too where such individual pixel turning on/off is not possible

I hope Icon and 930 users will get this feature via update

they said similar story for Lumia 620 that it doesn't have super sensitive touch support etc I am hoping for the best

Bad move by Nokia if they cant provide it via update

DUDE, you cant update screen firmware, screen itself doesn't have "Display Memory", which mean IT WILL NOT GET FOREVER

If 512 ram is not sufficient for action centre, then I would say that most of the phones will, not get that feature, so any other guess?

  1. Glance is NOT a Windows Phone 8.1 feature. Glance is NOT even a Windows Phone 8.0 feature. Glance is a Nokia feature. Whether you get Glance or not has nothing to do with Microsoft or the OS itself.
  2. The Lumia 520 will get all Windows Phone 8.1 features.

Best-selling Lumia is better with Windows Phone 8.1 - Nokia Conversations

P.S. As you well realized, anyone claiming the L520 doesn't have enough RAM to support a notification centre [`?(**?"?*(`?*+*?*?] (see the provided URL).
P.S.S. above was partially censored to avoid being impolite
